Serving the Property Owners of Florida is important to us. The following guidelines for Program Administrators have been established to provide consumer protections for Florida Property Owners. 

Program Administrator Requirements

  • Vet, train and manage contractors to properly market and discuss PACE financing.

  • Underwrite applications for financing.

  • Verify eligible product.

  • Check for egregious pricing.

  • Provide disclosures associated with PACE financings in a clear and concise manner.

  • 100% call verification for property owners.

  • 100% lender notification of PACE assessments.

  • Verify all required permits are pulled.

  • Assist property owners will questions or concerns regarding financing and contractors.

  • Allow property owners the right to rescind using PACE financing if other financing is used prior to the sign-off on installation.

  • Require property owner sign-off on installation prior to contractor’s receiving payment.

  • Assist property owners with prepayments with no penalties.

  • Assist property owners with questions regarding their annual assessment on the tax roll.

 

FDFC PACE Program Oversight 

  • Perform due diligence on PACE Administrator operational and financing capacities. 

  • Establish eligible products lists.

  • Establish jurisdictional eligibility. 

  • Establishment of parameters for egregious pricing.

  • Review documents and data associated with the financing agreements.

  • Perform periodic compliance and auditing on Program Administrators.
